I’ve just finished reading an article by Ana Montes, “The victim showed up for the date,” in which she recounts her attendance at a Fundación Vía Libre event, during which Julio Raffo presented his bill to reform Law 11.723. It’s a project of which I hope I am not entirely innocent: I harbor the illusion that my chats with Julio might have contributed to its gestation, and he was kind enough to share the early drafts with me.
